a balanced budget would mean borrowing all the money that you need to make up to balance it in the first place, thus creating more debt the following year and essentially it wouldn’t be a balanced budget anyway. either that or when spent as much as you can afford you’d have to stop spending all together. which would never happen obviously, being very inconvenient and essentially impossible to put into practice.
